Note: this article describes the meta at the time of OP16 and ST30. Newer sets have since been released and the meta has moved on. For current tournament results and decklists, check official events and the community.

  • The OP16 meta was considered one of the most open and diverse in a long time.
  • At the top were Enel, the new Monkey D. Luffy from OP16 and Rosinante.
  • Established leaders like Nami stayed relevant, while new ones like Marshall D. Teach helped shape the meta.
  • Success depended mainly on matchup knowledge and precise play.

With the OP16 set and the ST30 starter deck, the One Piece Card Game saw a very open meta. New cards supported both old and new leaders, and tournaments were won with many different decks. Here's a summary of which leaders were ahead at the time.

How we ranked them

The split into Tier 1, Tier 2, Tier 3 and Dark Horse is based on tournament results and successful online decks from that period. Within each tier, the strongest decks are listed first.

Tier 1: the top of the OP16 meta

  • Enel: one of the most consistent leaders, strong in the long game and hard to beat.
  • Monkey D. Luffy (OP16): the new Luffy quickly established itself as a top deck with lots of pressure.
  • Rosinante: completed the top trio with plenty of strategic depth.

Tier 2: strong challengers

  • Marshall D. Teach (OP16): a new leader with a disruptive play style.
  • Nami: proven in earlier formats and still consistent.
  • Lucy: high tempo and lots of pressure.
  • Portgas D. Ace and Dracule Mihawk: formerly dominant, much less often at the top in OP16.
  • Yamato, Sengoku and Luffy & Ace: solid options with their own strengths.

Tier 3 and dark horses

  • Tier 3: decks that demand a lot of precision, including another Monkey D. Luffy version.
  • Dark horses: a red-green Luffy variant, Boa Hancock (formerly a top deck, more of a niche pick in OP16) and Kalgara.

Adaptability is key

In an open meta, no deck is unbeatable. Knowing your matchups, adapting your deck to your local tournament scene and learning from every game gives you the best chances. That's as true for OP16 as for every new set.
